THE CIVILIAN SERVICE COMPETITION IN RUSSIAN FEDERATION:  TRENDS AND REQIREMENTS

Annotation. The article studies the system of competitive selection in the civil service. It is revealed that at the present stage the system of competitive selection includes three main elements: the system of qualification requirements, the organization of competitions and the conduct of evaluation procedures of the applicant. The study of the organizational aspects of competitive selection made it possible to identify evaluation procedures as a key element of effectiveness, the use of which at the moment will not allow determining the level of professionalism of a candidate for a position at the initial stage. In order to eliminate this shortcoming, the article proposes the introduction of mandatory use of all evaluation procedures in the competitive selection process, as well as the introduction of a rating model for evaluating candidates using ICT tools to eliminate the influence of subjective factors on the selection results.
