STRATEGIC, TACTICAL AND OPERATIONAL THINKING: BUILDING A COMPETITIVE ADVANTAGE STUDENTS OF THE PRESIDENTIAL ACADEMY

Annotation. The subject of the study. The Presidential Academy, in a sense, is a leading higher education institution where personnel are formed and trained for many areas of government activity. Public administration is implemented through the achievement of strategic, tactical and operational goals, success in achieving these goals depends on the level of strategic, tactical and operational thinking and professional competencies corresponding to thinking. The article is devoted to the formation of a three-level system of professional thinking of students (strategic, tactical and operational) as a key factor in the competitiveness of future government managers. The thesis is substantiated that the systematic development of this decision-making hierarchy is critically important for the effective management of national projects, the development of regions and ensuring the sustainable prosperity of the country [1, 7]. Research methods. The paper presents a methodology that connects each level of thinking with specific academic disciplines and tools of public administration [2, 5]. Based on the analysis of characteristic cognitive errors and the logic of situational analysis for each level, it is shown how thinking defects generate systemic management problems leading to economic losses and social tension [6, 9]. Results. A formula for the influence of strategic, tactical and operational thinking on GRP has been obtained. Synthesizing educational formats are offered for the integration of knowledge, including project sessions and case studies based on real data [8]. The article contains practical cases that allow us to test the acquired skills in simulated situations typical of Russian reality. Conclusions. The material is addressed to students and teachers of the fields of Public and Municipal Administration and is aimed at developing graduates’ ability to comprehensively solve problems in conditions of complexity and uncertainty. The question is also raised about the availability of information in the final attestation documents on the level of graduates to solve strategic, tactical and operational tasks.
