PROBLEMS OF PUBLIC ADMINISTRATION AND STRATEGIC DEVELOPMENT PRIORITIES OF THE REGION (CASE STUDY OF THE SVERDLOVSK REGION)

Annotation. The purpose of the research is to analyze key problems of public administration in relation to a specific region – the Sverdlovsk Region – in order to develop scientifically based strategic guidelines for its development. Systemic problems of legal regulation, organizational structure, personnel provision and corruption risks are considered. An applied SWOT analysis of the Sverdlovsk Region has been carried out. The author’s scheme of strategies (TOWS) is given. Research methods. The methods of system, comparative and structural-functional analysis, the expert assessment method are used in the work. Results. A review of the literature on the subject is given. Theoretical problems of public administration are systematized. Internal and external development factors of the Sverdlovsk Region are identified. Based on the synthesis of data, a TOWS strategy matrix is built. Conclusions. The Sverdlovsk Region has significant development potential; however, its realization directly depends on the ability of authorities to address systemic management problems in a targeted manner. The effective use of import substitution opportunities for a technological leap and solving environmental problems can create a synergistic effect. The proposed analytical framework allows translating the theoretical understanding of problems into the practical plane of strategic planning at the regional level.
